The thesis is based on the research and development of the 226 item, which is a large-scale Air Traffic Control system for government. Firstly, the background about the 226 item are introduced in the thesis, in which, the status and meanings of Monitor and Control Agent (MCA) are mentioned. Then, the thesis investigated the design and implementation of Monitor and Control Agent subsystem. Studies carried out on several key technologies in the MCA, some algorithms and methods are being adopted and considered as effective and robust in practice. The main researches are presented as follows:1. Frame design of the monitor system: In order to reduce the works of the developers and form some unified standards, several common classes compose class libraries. The frame is then designed based on the class libraries. The developers don't need to care about many problems such as: receive data from the network; deal with the packets you received; process management based on select mechanism. The developers only have to care about the implement of procedure and the interfaces of the frame. After the use of the frame, workloads are smaller, time is shorter and faults in the development are less than before.2. Implementation of algorithm to acquire system information from Virtual File System: With the knowledge of Virtual file system (VFS) provided by UNIX, it is possible to acquire process information in certain time and to compare the process information acquired this time with those obtained last time in order to keep the process ID and the number of the processes consistent.
