In the past few years, modern education is faced with challenges of widely used of Internet, the development of college education and corporate training, and society informatization. CBT(Computer Based Training)is widely accepted as having the potential to substantially improve the efficiency and effectiveness of learning, to meet these challenges. The popularize of CBT was embarrassed by the problems existing in current CBT courseware development tools, such as long development cycle, big amount of work, and low quality of courseware. In this paper, we complete the requirement analyse and system design of the aircraft maintenance and repair CBT courseware development platform, and realize a demo system. Firstly, based on analyze of the characteristic of the aircraft maintenance and repair CBT application in aviation realm, we present the design standard of a efficiency and effectiveness, ICBT development platform according with education theory, combining with international universal criterion. Secondly, we realize system analyse, primary entity class and user interface design with UML method followed instruction of the unified software development process theory. Finally, we present the design and realization of the text-view-class of the CBT courseware browser, the circulate mechanism of the CBT development platform, and a student model based on fuzzy measure and delay computation technique.
