As a bridge between planned management level and bottom control level, Manufacturing Execution System (MES) is the key of realizing business informatization integration, and become the major technology faced to workshop production management. The research for MES has been well developed abroad, but in a starting stage at home. Directed at the production management in practice, the research and application for MES is significant to improve manufacture informatization in China.This paper gives the definition, location model and function model of MES, analyses the relationship between planning level and controlling level, compares C/S with B/S development model after studying production management present status and the existing problems in Qingdao Rubber Group No.1 Plant. Then, a combined mood of C/S and B/S is chosen to develop the whole MES and the two-level MES network structure with plant-class MES and workshop-class MES is designed.We designed the MES function model in accordance with the practical conditions, studied the key technology, and realized the function models of production planning, real-time monitoring and network data query.To increase the efficiency in arranging tire assembling production operational schedule, we proposed heuristic rule based on zero-storage priority and high production benefit priority, and conducted the moulding operational schedule production arranging algorithm with the forming ability being the constrain condition.It proves that the function part realized is able to meet the production requirement of tire manufacture plants, achieve the combination of the top-level management...
