As the basis of E-learning, the construction of Educational resources is a systemic project which needs long-term construction and maintenance. Nowadays, many standardization organization are working hard at the standardization of Educational resources because of their complexity and variety .Course resource is an important part of the teaching resource. Constructing standardized course resource which has good reusability and interoperability is also an important point of Education information.In this paper we build a Course Building Model through investigate the course structure, Learning Object technical, Domain Ontology, Resource Describe Framework and combine nowadays Education situation. The model separate course into three hierarchy: course level, module level, knowledge point level. Import the concept of learning object into the Model, treat each level of the model as learning object. Define knowledge point as simple learning object and the other two level is complex learning object. We try to enhancing the reusability and Interoperability of course by using the characteristic of learning object.This pager designs a course building system consisting of"course build edit","learning object import and export","Metadata map"and"learning object search"based on Course Building Model."course build edit"module produces course structure according to the module and edits the feature and content of the course."learning object import and export"component imports and exports the learning object."Metadata map"component checks that all the resources are described in standandized learning object metadata when imported."learning object search"component searches the learning objects which meet the requirement of the designer and learner in the learning object resources according to the search requirements mapped from Learning Object Metadata. By optimizing the design and realization of each part , the expansibility of the system in function and operation and the course exploitation ability of Course Building System are enhanced.
