Along with the development of the eDoc exchange in our city, eDoc exchange system, as an important part of G2G, also needs a complete solution. Each existing eDoc exchange system in our country just relies on one system, so their functions are limited. Furthermore, each systems is isolated with one another, so information cannot exchange efficiently. Therefore, to build a complete, efficient, and enlargeable eDoc exchange system is worth researching.Analyzing the advantages and disadvantages of the eDoc exchange system in existence, this paper designs a Multi-Level star eDoc exchange mode based on the systems in existence,integrating the realities of our city.The mode integrates existent network well, exchanges efficiently,needs few investment, unabridged resources completely and is easily managed.This paper applies Web Services to the eDoc exchange system,because Web Services has advantages such as lower coupling, better suitability for Intranet applications, etc. over other traditional distribution technologies.By using Web Services,we can build an efficient, open, inter-operable eDoc exchange system.This paper establishes an open, unified eDoc exchange system from the perspective of system, analyzes the users, the system compostion,and elaborates on the details of system interfaces design,standard XML schema design and system security design etc.This paper also establishes a security system based on XML encrypting and protocol of SSL.At last this paper realizes the publication and transferring of the web services through giving examples, unfolds the user interfaces and system interfaces, and analyzes the process of realizing the system security.The research of this paper has broken through the limitation of the existing eDoc exchange system, gives a reference for those who want to establish a integrative e-documents and archives system and those who want to establish other e-government applications based on Web Services in the future.
