Web is used to achieve the alternation between procedures and the users; traditional distributed Web technologies such as CORBA, COM+, EJB, presence platform relativity problems, and among all Web applications, between Web application and traditional desktop information, exchanging and sharing are difficult. Web Services was brought forward to meet this demand and to make a completely standards-based technology. The core technology is depending on the existing multi-isomerization technical platform to build a generic technology layer, without the platform-related and language-related. The applications based the various platforms can rely on the technical level to get the implementation of mutual connectivity and integration, and achieve the alternation from a procedure to another procedure.This text takes the research and development of the 9 functional modules of real estate project tender management, project management, business management, financial management as main line, entering on the design of the distributed multilayer type application system, analyzing to study the principle of Web Services and the key technique of XML, SOAP, WSDL, UDDI etc, based on the enterprise business's characteristics and needs gave the system-structure solution of this system.
