As the advance of informationization in education and the necessity of curriculum reform, the current resource database in primary and middle schools does not cater for the needs in teaching and learning. Based on related theories and techniques of Web2.0, the article analyzes the deficits of current teaching and learning resources, such as low quality, inefficient utilization, unimmediateness, slowly renewed content, unintelligent search, disordered classification, and poor shareability. The article concludes that high quality, specialization, standardization, intellectualization, socialization and humanization is trend for teaching and learning resource database. Based on the frame work of knowledge management theory, Six Degrees of Separation and Principle of "Vital Few"and"Trivial Many", the article advances fresh idea and new requirements for primary and middle school teaching and learning resource database, and designs a general framework for it. Finally, the article briefly discusses the application and its problems of the new resource database, hopefully, it will benefit the building of primary and middle school teaching and learning resource database.
