The explosive increase of the broadband digital applications and the emergence of some new applications accelerate the fast development of communication networks. But the five functions of the traditional networks management, including fault management, deployment management, accounting management, performance management and security management, have been unable to satisfy the requirements of the increasing networks management needs of service providers. The requirements of the networks service, which include extendibility, reliability, application management, distributed domain management and central management, make the conception of service level management born.There are many resolutions in the field of object-oriented distributed computing. RMI(Remote Method Invocation)is platform independent, but it is not programming language independent, which means that the codes of client and server must be programmed in java; As to DCOM, it is language independent, but not platform independent, although it can use many different languages, it can only run on Microsoft operating systems; CORBA can realize language independence and platform independence at the same time, but it is based on the CORBA system and must communicate through ORB; then, SOAP appears, which is a kind of distributed computing resolution that does not bind any hardware platform, operating system, program language or network hardware.This paper presents a CORBA-based distributed network and service level management system. It based on the distributed computing technologies that have mentioned, investigates how to efficiently use the distributed computing technology to integrate the networks and service level management. The service level manage system model that oriented extensive application service management hides the detail about realization of management component of services. It realizes the monitor and management function of all application service by using XML-based contract text to transfer service level agreement parameters and information between service providers.
