The development of digital TV has two phases----shift in digital and shift in data. The change from analog TV to digital TV happened during the former phase; it has consummated and is used in many countries. The change from single operation to multi-data communication operation will take place in the second phase. The second one also decides if the TV will develop in the information society.DVB is the base of digital TV system and there are more researches in the system and exchange operation which is based on DVB. This paper introduces a digital TV general operation solution based on DVB and researches deeply on the information processing system applied in STB.The design of whole system structure is firstly analyzed and introduced in this paper, and the encapsulation of dada and configuration of the hardware are emphasized. The key technology used in this system is specified in detail and it contains the standard of DVB-C, Data carousel and the structure of STB. The core of the system is the software, so in this paper the OS--Vxworks used in back part and the windows network I/O model used in the front part are both described. And then the TV sms operation is used to show how the whole system work and what the flow is. At last several arithmetic of net reliability is cited and an evaluation of this system is given under the non-intersection arithmetic.
