With the quick development of information era, user's needs of information become more and more strict: generality, accuracy and real-time are very necessary. At the same time, information providers also expect to share their resources with more users for free or paid. Based on these needs, we should construct a platform where information providers can publish their resources easily, while users can retrieve information through a simple and unify interface comprehensively. Since the information resources of different providers are distributed, heterogeneous and autonomous, the problems that we should solve when constructing this platform are heterogeneity that both of semantic and physical (system, structure, syntax). Here, the semantic heterogeneity includes data level conflict and schema level conflict. We use the concept of ontology and Web Service technique to resolve these semantic conflict problems and physical heterogeneity respectively.In this paper, we not only proposed an architecture that named SBIIA, which employs ontology and Web Service techniques to integrate information, but also discussed how to extend automatic ontology-mapping algorithm in order to simplify the registrations of information resources as well as enhance the management of the quality of information resources.The EIF-MAP algorithm is an extension of IF-MAP algorithm. We fetch each equal pair of concepts generated by the IF-MAP algorithm, and compare their properties by key-words-comparison or synonym database. Then we generate the mapping relationship between these properties. As the whole mapping procedure is automatic, the management of information resources is greatly simplified. In the paper, we also put forward two concepts: concept similarity and information resource similarity, based on which we can give a method to control the qualities of the information sources. By using this method, we can observe each information resources' similarity with target view. This method can also bring us the referencevalues of whether the information resources meet our demands: If the quality of theinformation resources is too low, we should reject its registration.We have improved the automatic ontology-mapping algorithm as well as combined itwith Web Service technique, which gives us a solution of the heterogeneity of bothsemantic and physical and also a way to automate the management of the informationresources.
