The explosive growth in the freight volumes has put a lot of pressure on the seaport authorities to find better ways of doing daily operations in order to improve the performance and to cope with avalanches of container processing at container terminals.The paper puts the research emphsis on the handling system at container terminals, and presents an Arena-based 3D dynamic simulation model of it. The model is flexible designed, and user can interact with it to input datas,control the running action of the model objects.Good validation results, against response measures on a real system, are obtained using practical data.Firstly, the paper analyzes the development of handling technology system at container terminals, and reviews the research work that ever done by other researchers.Futhermore,the paper describes the container terminal handling machinery and types of handling technology.Secondly, the paper discusses the discrete-event simulation method and simulation optimization theory. According to the development of the existing container terminals, this paper creates a new technics. In succession, the paper analyses the process of operating system for Container Handling Technology, and builds a three-dimensional dynamic simulation model of container terminal handling technology based on queuing theory,including data library and user operation interface.Futhermora,this paper apply the model in three scenarios,have got a reasonable result to terminal operators.Then, in accordance with the cost of handling technology planning objectives, constraints and the corresponding empirical data parameters, the paper builds up a model using the simulation and optimization Optquest of Arena simulation software for simulation and optimization, and analyses simulation and optimization results. Finally, through the contrast with allocation based on experience, shows the advantages of system simulation and optimization.In conclusion, established model and research method in this paper is scientific, practical to some extent, and conclusions can be used in the decision of container terminals.
