In this paper two problems are researched :one is when electromagnetic wave propagates in atmosphere, the interaction of the wave with the atmosphere; the other is the further study of transmitting or receiving antenna in microwave system, so at the later paper the design method of the slotted-waveguide array is analyzed significantly .When electromagnetic wave propagates at the upper - air, the loss at propagation path should be considered .Besides the free air ,the especial factor including rain, cloud, fog and hailstone should be paid attention to .Also the refraction of the atmosphere should be cared .On the basis of these, the electromagnetic wave ,at ten kW in L wave band and one kW in X wave band, propagating in atmosphere of two hundred km high is researched carefully.After the problem of microwave propagation, the slotted-waveguide array for high-power microwave propagation is studied. A novel fast optimal design method based on genetic algorithm (GA) is given for the rectangular waveguide slotted array. "Approaching ideal current" cost function is present in this optimal method instead of the "Approaching ideal pattern" cost function in conventional method, using the Elliott equations considering the mutual coupling in the waveguide slotted array. The results of 8-slot array show the validity of this method, the array of 16-slot is also analyzed. Examples show that this method is much more quickly than conventional method basing on "Approaching ideal pattern" optimization, and this method also can be used to the large array design.
