| In order to develop the superior agriculture and enhance farmers income, we must establish the concept of logistics and develop the logistic industry of agricultural product. Since the 1990s of last century although logistics distribution has developed rapidly, it is attaching its importance in the area of industrial products instead of flash agricultural products which seems less essential. The logistics distribution of flash agricultural products has become a new tendency of the circulation of flash agricultural products which adapts to the development of modern retail trade such as supermarket, inter-locking mechanism and so on. The logistics distribution of flash agricultural products combines closely with supermarket and inter-locking mechanism. Based on some data and materials, in large and middle-sized cities logistics distribution of food has become a main problem. In recent years the practice of logistics distribution of flash agricultural products has advanced some degree , the study of logistics distribution of flash agricultural products is still in its beginning stages. There are few documents specializing in logistics distribution of flash agricultural products only when people study agricultural product logistics referring to it.Taking a sweeping view of achievement in research from the experts and learners abroad and home, I find that their researches are focusing on the process and function of logistics instead of the performance evaluation the performance. In European and other developed countries, the performance evaluation has become an important agenda on business management and been taken seriously. As we all know logistic is regarded as an important element which could improve the economic competition. If we want to let logistics distribution is in virtuous development, it is necessary to make a performance evaluation and analysis on some basic point such as its plan, service, transportation , storage and so on. Only by making evaluations and analyses on logistic performance, we could make a right judgment on the business capacity of a company, raise its management level and then increase its overall benefit. Because logistic activities have many characteristics such as the many- sized qualities, complex processes including purchase, transportation, storages and supply various forms and so on.On the basis of the characteristics of logistics distribution of agricultural products and using the system of performance evaluation of other logistic company and centers for reference , we construct a complete system of performance evaluation indicators which fits logistics distribution of agricultural products very well. Firstly I will screen the evaluation indicators applying the ABC screening law in the screening process and also has determined the target weight. Then Through the introduction of commonly used methods of performance evaluation, I will analysis the advantages and disadvantages and the suitable conditions .I will choose and choose fuzzy synthesis judgment as the evaluation method. Applying the methods through the case, I will finally get the analysis result. At last under the environment of Windows operating system, with the aid of the Visual Basic 6.0 tools, I have designed the software of performance evaluation of logistics'distribution of flash agricultural product logistics whose contact surface is friendly, simple, practical, flexible and so on. It can complete the screening of indicators of performance evaluation of logistic companies, the calculation of target weight of the evaluation indicators and the synthesis evaluation of performance evaluation of logistics distribution of agricultural product logistics.Chapter I is introduction.In the first chapter I will introduce .the background and significance of this study and analysis the current situation of logistics distribution industry. Then I will make some conclusions about the development and existing problems of the system of agricultural products'performance evaluation in China and some foreign countries and determine the content of this paper, the study methods and technical routine. Chapter II is the brief account of performance evaluation of flash agricultural products logistic distribution .Firstly I will introduce the concept and the specific properties of flash agricultural product logistics .Then I will explain the characteristics and technological process of flash agricultural products'logistics distribution. Secondly I will make a conclusion of the performance evaluation of logistics distribution. And aim at the distribution centers to summarize the appraisal to the factor which the activity should consider, these elements will form a foundation for the index establishing in the following part; Finally I will introduce the procedures to conduct the performance evaluation system produces constructs achievements appraisal system the step.Chapter III is the construction of the system of logistics distribution evaluation indicators of agricultural products. Firstly I will introduce the principles based on which the system of performance evaluation is constructed. Then I will simplify the indicators which I have chosen.
