In distance education, learners are easily lost in the information ocean. It can be embedded in the browser and can obtain the selected text and URL information on webpage. After users' annotation information is saved in the database, annotation will be viewed.3) This paper develops a tool for merging annotation into webpage. It can make annotation information from the database located and merged into webpage accurately.4) The annotation tools can get the user information automatically. It solves the problem by checking the address attribute and online information to confirm the annotation user of the computer.5) This paper realizes annotation process, including voting for annotations and editing, modifying and deleting annotations.The paper develops the annotation system, which realizes the functions of webpage annotation: to create, to modify, to save, to delete, to read, to search, and to share. The system can reduce the possibility of 'being lost in web', accelerate the absorption of information, help learners develop creativity and critical thinking, and form new learning style of distance education.
