With the development of remote telemetry and control, electronic computer and communication technology, the automatic system of hydrologic data collection and transmission has been widely applied in our country. The hydrology telemetric system is an information system which is used to collect, transmit and process the real-time data such as rainfall, water level and so on, by applying telemetry, communication and computer technology. The RTU is mainly designed to collect, store and transmit the water information to the host computer of the center station. The host computer receives the data from the RTU and makes correct decision after analyzing, which provides the water conservancy with immediate and exact water information, and improves the management level as well.Because of the importance of the hydrology observation, many companies developed their own products. However, many of products are designed with SCM, which makes them have the advantage of cheap and easy to design. With the increase of functions, the system becomes more and more complicate. So it's necessary to rebuild it with new technique.Considering of the characteristics of the hydrology telemetric system, the hardware system is realized by taking the embedded microprocessor ARM as the core. The development and design of hydrology telemetric system hardware platform, power module, communication interface module, memory interface circuit, and LCD driver have been finished.The software design of the hydrology telemetric system has been finished. Considering the specific application background of the hydrology telemetric system, the overall idea of the software design was presented; the communication protocols of the application layer were designed; the data collection, remote communication, data storage and command processing software function have been finished.The new method for upgrading terminal program using IAP function based on GPRS/GSM is produced, which is aimed at the special disadvantage of remote monitoring system, such as widely distribute, difficult updating and so on. Above all groundwork, the reliability of IAP application is researched more.Combining the function, cost, reliability of the system, a mixer cipher system was implemented, which is based on data encrypt algorithm DES and public key algorithm RSA. The performance of the telemetric system, such as computing time, expansibility, and adaptability, can be benefit from this cipher system.The practical result showed it is stable and reliable. Basically satisfies the design request.
