Research And Application Of Licence Plate Recognition System Based On NN

Along with the construction of high grade housing estate and the enhancement of people's living standard, more and more people move into high grade district, meanwhile, more and more private cars come into our daily life. The high quality estate management of the housing estate is extremely important to people's daily life, for that it helps a lot in inhabitant's security and brings much convenience. The automatic license plate recognition technology is the key technology of the vehicle intelligent management which is an important part of the estate management, so the accuracy of the automatic license plate recognition directly decides the operating performance and the application effect of those systems. Therefore, there is an important practical value to study a license plate recognition technology with high efficiency and accuracy.In order to realize the aforementioned system, this paper establishes a model of which is based on neural network. By using the BP neural network technology and the digital image processing technology, this model has realized a kind of automatic license plate recognition system with high efficiency and accuracy, and greatly enhances the intelligence of the vehicle management and the efficiency of small district's estate management.The paper first introduces the structure of license plate recognition system and its necessary main functions to be designed by software. Then, for the most part, it focuses on the realization methods and the key technology of the license plate recognition system based on neural network. As to the license plate information positioning system, the paper proposes a characteristic statistics method, which can effectively enhance the system's accuracy rate. Furthermore, adopting the BP neural network technology in license plate character recognition device, license plate recognition system raises the accuracy rate of license plate character recognition and strengthens the system's stability and the usability. Finally, the paper spells out VRAIMS (Vehicle of Residential Area Intelligence Management System) and describes the key technology and the realization method of VRAIMS. The experiment indicated that, this system owns high intelligence and high rate of accuracy in the car license automatic diagnosis aspect. In the actual application process, the whole system increases the efficiency of vehicle management, raises the automatic level of the estate management, which has produced good economic efficiency and the social efficiency.
