As the emerge and rapid development trend of location-based services business, the GIS system in theinternet-based location service platform is designed and implemented in this paper. The GIS system takes"MapXtreme for Java" as its core, and is achieved in compliance with the four-layer structure of thethin-client, and the GIS subsystem is successfully transplanted into the LBS platform by using packaging.First, the background knowledge and research status of LBS and GIS are systematically analyzed in thispaper, expounded the platform for the project, as well as the relationship between the platform and theplatform for the project. This paper also focused on the current main implementation technology of WebGIS,and comparatively analyzed the current two mainstreams of WebGIS tools; base on the comparison, thesuitable solution for the topic is chosen in the paper. This paper gives a penetrating analysis on "MapXtremefor Java", and then investigates the data of GIS and Oracle Spatial that is provided by Oracle9i, and thatenables the establishment of spatial database.Then, the WebGIS development model of the four-layer structure of MapXtreme Java-based thin-client isdescribed in the paper. After that, we performed the partition of function under that development model. Thispaper is mainly focused on the design and exploitation of functional modules, such as map display, mobileterminal location, map control, related inquiries, geocoding and reverse geocoding; and the managementprocess and implement method of each functional modules are also detailed introduced. Meanwhile a spatialdatabase is established with Oracle Spatial for the system expanding, data management and sharing. Everyfunctional module is developed into an independent service through module packaging technology, and issuccessfully transplanted into the LBS platform. The overall test is performed in the LBS platform, and thetest results are analyzed in this paper.Compared with the traditional development of WebGIS, this system is implemented through 100% java; ithas good portability, scalability, and is platform-independent. It can fully support the XML/GML languagefor geographic data network sharing, and its service functions can be easily and conveniently called by otherrelated platform as it has used the module packaging technology. All the research work that has been done inthis paper is not only has practical application value, but also has established a foundation for the furtherresearch and development of GIS, and it has practical reference value.
