The simulation and prediction of the climate is an important research area in the present world. With the progress of the climate science and the computer technique, the climate prediction application software becomes larger and more complex ,so its development process needs the support of the software engineering method and technique urgently.The software framework technique is an effective approach to dealing with the complexity of the climate prediction application. It supplies a reusable design and a part implementation through distilling common features of the specific domain and distinguishing the variable requirement. The use of the framework can enhance the efficiency of the application development and make the aplication more reusable ,more reliable, and more portable. Considering the requirement of the climate prediction application domain , this thesis establishes a software framework development process model based on the research of the software framework concept and related techniques. According to the process model, this thesis analyzes the requirement of the climate prediction application domain with domain analysis techniques, and establishes a corresponding domain requirement model. Starting with the requirement model, this thesis makes use of the software architecture technique and design patterns to complete the design of the climate prediction application software framework, and implements a primary edition through improving ESMF(Earth System Modeling Framework).In the end , this thesis applies the primary edition of the framework to rebuilding IAP AGCM System, and then estimates the framework simply. The application of the framework demonstrates that it is a software framework with ease of use, extensibility, flexibility, completeness and consistency, and all development activities above validates the software framework development process model which this thesis proposes.
