With the development of Internet technology, the web-based education has become a kind of extremely important teaching method. However, at present stage it still has many insufficiencies in constantly responding the unceasing changes of the cognitive ability and the individual difference of the student in the learning process. So it has the extremely vital significance and the value to research and build a web-based education system that can guide learning for student according to the individual characteristic. The paper carries out the research in two aspects as web-based education model and adaptive learning mechanism. Through analyzing the insufficiency of the existing web-based education system in the interaction, adaptation, aim, and the intelligence. The writer designed a model of adaptive torturing system. Based on learning evaluation, this model can inference teaching method and teaching strategy to adapt student's characteristic, guide adaptive learning with arithmetic of intelligence navigation, implement a prototype of adaptive torturing system (ATS in short ). ATS preliminary realized the adaptive performance in the courseware content and adaptive navigation. The paper has given a minute description to crucial technology and design of function module in ATS. At the same time it specially discussed the representation and inference of knowledge. The prominent characteristic of ATS is utilizing knowledge inference technology to realize the control to the teaching method and teaching strategy. It caused the sequence of performance and representation of teaching content to have adaptation, and could realize the special instruction according to the different student.
