The instructional resources, according with new curriculum reform beliefs, are the key point of the instructional resource informatization construction. As one kind of the informatization instructional resources , 3D Animation is warmly welcomed by the teachers and students , and its application has a bright future in education .Aiming at the problems existing in the design and development of 3D Animation for Teaching and Learning, the paper points out that the main reason is the shortcoming of instructional design of animation. Influenced by the student-centered design tropism, the author analysis the educational function of 3D Animation, and study how to design 3D Animation for Teaching and Learning in view of Cognitive Load theory. The author pays special attention to reduce Extraneous Cognitive Load which may block learning and optimize the Germane Cognitive Load which may enhance learning in the process of Animation design. Thus, students will learn better by using the cognitive resource reasonably. Based on the analysis of the elements which influence student's Cognitive Load in the process of designing 3D Animation, the author bring forward some operable design principles , including Necessity Principle , Leading Thinking Principle , Simple Presentation Principle, Near Presentation Principle, Normal Speed Principle, Good Visual Principle, the Principle of Disassembling while Cognitive Overload, and the Principle of Considering Differences between Students. After that, the author design the 3D Animation of Magnetic Field, which is selected from the textbook of senior high school Physics. Finally, the animations are used in the teaching practice and they play an effective role on facilitating teaching and promoting learning. Based on the research and practice, the author hopes that the work will make effect in guiding the designing and developing practice of 3D Animation.The paper bring out an idea of combining 3D interactive technology into 3D Animation design, which make 3D Animation has the function of 3D interactive and enrich the type of 3D Animation to strengthen the function of 3D Animation for teaching and learning.It is a meaningful research aspect to pay attention to the cognitive load of the students during the process of using technology to facilitate learning. As a theoretical construction, the Cognitive Load Theory will be used to guide instructional design. Even though, the animation design still has some drawbacks, and needs further improvement.
