Along with the development of society, people have more requirements for the safety of the life and the working conditions. The importance of monitor system appears especially prominently. In recent years, with the development of network communications technology, multimedia technology and the embedded system, it has a qualitative leap from the early simulation to the digital era. Compared with the traditional simulation monitor, the digital monitor has various merits. It is more convenient for computer processing, long-distance transmission and easy to control. It also has improved the picture quality and the monitoring efficiency. The system is easy to manage and maintain.A video monitor system mainly composed of two parts at present, Service-terminal and Client-terminal. The service-terminal completes collecting of image, coding of image, RTP (Real-time Transport Protocol) encapsulation and long-distance transmission by network. The client-terminal achieves the receiving, decoding, going back of image. The application program of the client-terminal is designed in this thesis. DirectShow provides us an open development environment. We can design application program according with our demand. The RTP real-time transmission protocol is adopted to guarantee the video monitor message transmit on lower bandwidth internet network. It can also improve the applicability of the system.The soft design and development of a real-time video surveillance system has been completed in this thesis. The scheme of the system is constituted. The work mode of the system and the realization of key technology are described in detail. Use DirectShow to develop the application program, to realize decoding and replaying of the video data. The decoding is realized by the MPEG-4 decoding implement of Microsoft. Use Http protocol to control streaming media play. Use RTP to realize the MPEG-4 data transmission. The realization of ActiveX control is analyzed. The application program of the client-terminal under the IE browser is completed. It can straight open up browser to load the ActiveX control and look on the image.We conducted tests on the whole system. The experiment result demonstrates that the system can run steadily and dependable. Its commonality and extensibility are obviously superior to the traditional video monitor system.
