contamination accident has become a ineligible problem. As there is no pattern of pollutant leakage or dispersal, and the location, time, environment of the accident is highly unpredictable, it is very difficult to deal with environmental contamination accidents.In this paper, it design an emergency handling system for sudden environmental contamination accidents. This system is based on GIS and expert system technology. By making use of GIS, it can realize real-time surveillance of both immobile and mobile equipments, and it can minimize the damage caused by the accidents. In case the accident happens, this system can be used to redeploy the surveillance vehicles to collect real-time data, upon which, the system will build a dispersal model of the pollutant through software stimulation. The sudden environmental contamination accidents expert system can bring out an effective disposal scheme for the accident. The scheme can be used as a hi-tech method and as a decision support for accident treatment and estimation.In chapter 2, this paper introduces fundamental knowledge and current development of GIS technologies and expert system, including basic concepts of GIS, ABC of expert system and the superiority of integrating GIS and expert system technique. Based on these, in chapter 3, this paper proposes the ideas of system design, the design and realization of every module in detail. In chapter 4, this paper discusses some important implementation techniques in this system. A new data pretreatment based on clustering algorithm is given at the end of this paper. This algorithm can eliminate noise from database in data pretreatment, it makes the machine learning algorithm more effective and more efficient. Furthermore, it improves the quality of the data mining result.
