With the rapid popularization of the mobile devices, it has become one of the most important computing platforms and how to provide effective 3D Visualization for mobile devices has also become a hot research area. In this paper, according to application demand, we research and discuss 3D Terrain Visualization in mobile police.In this paper, the fundamental theory and method of DTM modeling, include digital terrain model(DTM),digital elevation model(DEM),steps and algorithms for the GRID and Triangulated Irregular Network(TIN) methods ,is studied. The step is to build 3D terrain using LOD based on quad-tree structure to manage the terrain data, constructing the evaluation model based on camera,proposing a clipping method based on square and projects to eliminate crack between different LOD.The method achieves view-dependent simplification by using terrain node coordinates for terrain node visibility.This paper focuses on the design and implementation of the Terrain Visualization System in Mobile Police System. Through the analyses of the theory, basic functions, animation technologies and application methods on OpenGL ES, We design 3D terrain visualization in Mobile Police System, divide various modules firstly. And then, using embedded 3Dvisualization method, a system has been achieved by using OpenGL ES and EVC(Embedded Visual C++ 4.0). The system is 3D terrain visualization in Mobile Police System. The system carries out modeling and the dynamic manifestation of terrain, simultaneously through the roaming function, the texture mapping and the cube sky-box realized the 3D terrain with reality.
