With the explosive development of the network, Network congestion is becoming seriously. Network services can't reach an acceptable quality, how to solve network congestion, improve network quality has become a hot research.This paper studied the network congestion solutions. By research of RED and it's improved algorithm and comparison, analysis these algorithm, put forward a new way to implement Token buckets. Combining this put forward a new modified RED algorithm. The new improved algorithm can adjust the discarded threshold and discard probability with the changes of flows immediately, given a high stability of the average queue length and control the network delay and jitter excellently. For network random flow, the improved algorithms have many obvious advantages, It ensuring low latency and low jitter. Under the premise of random flow it increase throughput of the device.In addition this paper studied the test ideas of token buckets and RED, and concluded the actual test results of the tests.
