The development and progress of technology is advancing in the 21st century. With the integration of the existing IP network and the telecommunications network (PSTN, ISDN, mobile networks, etc.), it is inevitable to transmit SS7 signaling over the IP network . IP network and telecommunications networks are two separate networks. Most of today's IP network business to transmit through the TCP or UDP, which are unable to meet the requirements that transmit SS7 signaling over the IP network. For favorably achieving the purpose of the exchanging between the IP network and telecommunications networks or even soft-switched networks in the future, the Internet Engineering Task Force (IETF) Signaling specially set up a Working Group (SIGTRAN) to be responsible for the design and development of PSTN signaling transmission over the Internet standard Protocols, including the Stream Control Transmission Protocol-SCTP. As a new generation and common IP Transport Protocol, SCTP has many advantages that are not available for the other Transport Protocol. Its appearance brought on a lot of benefits for the transmission signaling and the research of the protocols.This paper is mainly including the following:(1)Introduce the background of the development, the purpose and significance, the structure, the function and general packet formats and data block format of SCTP.(2)Introduce the classification of the software module and the design for the key technologies on SCTP. Introduce the software module, the design idea and the key technologies highlighted. Then we will see the achieving of the detailed design of the technologies of SCTP. Include the following: the design and implementation of coupling mechanism for verification-cookie; analysis the data transmission rules and selective confirming mechanism; analysis and design of multi-host mechanism; the processing of the disorder and information loss of coupling closure.(3)Introduce the related development and application of SCTP: including SS7, soft switching, the exchange between NO.7 signaling and soft-switched networks, which leads to SIGTRAN protocol stack system; the realization of the application on the SCTP protocol stack and the corresponding application. (4)Design the data structure and function of the pressure tests. Use protocol stack mechanism, initiated a number of timers. Use different timers to send, receive and process multiple messages during Different time intervals. Achieve the status of a number of state conversions. Achieve the goal of pressure tests that application protocol can send different messages based on SIGTRAN protocol stack.
