University personnel management aims at optimizing the collocating of human resourc in universities. It is thus at the core of management and service activities for both the academic and administrative staff. It is of particular importance to make use of advanced information technology to constitute OA (Office automatic) and DSS (Decision Support System) and promote the efficiency and effectiveness.This thesis studies the key issues in the construction of University personnel management system, based on research of the state of the art of technologies like OAS, DSS, OOP(Object Oriented Programming) and Data mining.Ground on a thorough investigation of the framework and workflow of university personnel management activities, the OOP methodology is chosen and it assures the adequate system modeling, which gives the system a particular good fitness to staff duty shift. The .NET frame is used as a development platform of the system for its many advantages, such as a fully adopton of OOP, a strengthened security and good performance in speed. In the end, this thesis probes into the Data mining domain, surveys clustering algorithms, and introduces modified DENCLUE algorithms into the analysis of university human resource. The result is validated and considered valuable for supporting decision making.
