In the mobile communication system, mobility management is a challenging research subject. Nowadays, most mobile communication systems have been configured the HLR and VLR. Because of content of the HLR and the VLR needing to be canceled and renewed frequently in the position management process, the efficiency of the system has been limited a lot. Also the personal communication technology is developing and getting more and more mature, the capability of HLR and VLR from the mobile retailers is claimmed higher. So it is necessary that research of mobile position management strategy.Firstly, this article analyzed several methods based on network side when the HLR and VLR need to register or renew or cancel the mobile subscriber's position, namely: threshold indicator management strategy and two-extreme indicator position management strategy, and then their performances were analysized and compared. Basic theory and means of the two-extreme indicator position management strategy were introduced mainly. This strategy establishes a two-extreme indicator chain. It decides if the HLR and VLR will renew the subscriber's position by judging the mobile subscriber's movement times from a region to another region. Dissertation compares and analyzes theory and performence of two-extreme indicator position management from the present management strategy. By comparing the renew times of HLR and VLR from two ways, the result shows that the new strategy can reduce the renew times of HLR, so it can reduced the resources relocate frequency of the system to renew and registries users, and it will reduce the system expense and visiting times for HLR and VLR due to mobile subscriber's frequently movement and calling transfer.Finally, dissertation carries through simulation experimentation based on above the two ways. We can see that if we choose the suitable valve value, the two extreme indicator promote strategy which based on the valve value is better than any existing strategy. What is more important is that this kind of strategy unified more parameters to optimize the performance of position management strategy; it reduces network expenses, and enhances the system using efficiency.
