The Police system in network security construction of our coutry ,the original focus on the buliding of public of information working,the lack of unified planning for building security, and shortage of inputs also.Now,our country public security system network infrastructure has been basically established,but existed tendency of "laid emphasis on technology, neglect the safety and management". For certain cybercrime and network sabotage by hostile forces lack of awareness of hidden danger, the issue of network security has become increasingly highlighted.This paper aims at the public security system through the network are the security risks and issues research, analysis, risk analysis in security design on the basis of the operational requirements for the safety of the public security framework, and better integrate the current technology in specific security Implementation on technical details, such as research and design, design suitable for the public security system and network security model (Intrusion Detection System Model, the initiative loopholes detection and defense systems model, Identity Authentication System and access control system model and the overall security model), and the corresponding measures to resolve it.
