The thesis firstly introduces the background of integrated customer care&billing system project of Guangxi Telecom. This project is undertaken in order to accelerate enterprise information management, centralize the management of platform, data, production, maintenance as well as business, and achieve rapid operation disposition so as to business profits creation and competitiveness enhancement.Under the guidance of China Telecom's enterprise data architecture code, the project team has worked out the technical scheme of unified data model along with core data sharing and synchronization mechanism to ensure the consistency of the system data. Its application platform is based on J2EE open technology, with loosely coupled and modular system design. The business process management based on open standard workflow platform achieves flexible configuration. The provincial centralized application, data and application arrangement provide the crucial operation with local disaster recovery capability. The system is composed by business acceptance subsystem, service open subsystem, resource management subsystem and account billing subsystem which supports quasi-real-time billing. The software architecture is divided into three layers for display logic, operation logic and data logic. The core data model has six major theme domains including participator, product, account, event, resource and region. Dynamic data management and share is actualized by means of intermediate database and data interface between the billing part and business acceptance part in the integrated accounting system. The system has set the process, function division and cooperation for the billing and business acceptance subsystem in SLA management, customer evaluation, product configuration, dispute handling, arrear management, major customer one-stop service, business charge and inquiries, as well as partner management.System goal for the preliminary stage is also stated. Finally, the successful implementation of this project has far-reaching significance for Guangxi Telecom in enterprise information management, operation management, market extension and enterprise restructuring.
