| With the vigorous development of the telecommunications industry, kinds of new businesses and new technologies are emerging incessantly, and the numbers and the types of telecommunications resources also show massive growth. In these circumstances, how to archive the standard managements and rational plans for network resources become a great problem which telecom operators must face with. But following the day-by-day increased aggravating of telecommunication competition, it is necessary that the network resources service for the onstage market, and the cost of management resources were reduced to achieve the refinement of the operation.Revolving the telecommunication network resource management core work contents, this paper elaborates the necessity of resource management system construction, the overall frame and the mode of administration from the type of network resources, the logic of network resources, network resources scheduling, network resources mining, and so on. It is necessary that fully understanding telecommunication operator's working requests in the process of network resource management system management system's designing and developing. Through the establishment the distinctive entire network resources logic view, we successfully merged the GIS ( Geographic Information System ) and MIS ( Management Information System ). So on the electronic map we have realized the comprehensive direct-viewing management of the spatial resources, the pipeline resources, the pole road resources, the fiber optics resources, the transmission resources and etc. Through functions of resource scheduling and decision analysis this paper realized the network resources supports for running attention, network planning, customer response, financial reporting, and etc. We also resolved the challenge of the centralized dispatcher many kinds of factory transmission facilities, provided the successfully experiences which in the large GIS application projects. |
