The 3rd generation (3G) mobile communications is coming into commercial applications, and the next generation (Beyond 3G and 4G) mobile communications is being researched extensively. With the development of mobile telecommunication technology and the increasing requirement for various digital services, digital services are more important in B3G and 4G systems. The next generation (Beyond 3G and 4G) mobile communications need to provide quality of service (QoS) for different traffics, so the research of radio resource management (RRM) for the next generation mobile communications is very important.The handover is the special process in the mobile communicaton. During the handover process, the mobile station will connect the target base station instead of the original base station. So the handover scheme influences system performance directly.Mobile service will be more various and handover have to adapt different quality-of-service (QoS) requirements of all kinds of service in 4G mobile communication systems. In the paper, a dynamic priority queue handover scheme is proposed. With the scheme, the innovative priority function is set and the common queue manager (CQM) is appended. The priority in the queue can be changed according to the variety of waiting delay. Furthermore, the resource is graded and reserved, which can insure the access of high priority service. The proposed handover scheme, which is adapted to different QoS requirements, can significantly improve the system performance, and reduce the drop rate and the block rate.
