This paper analyzes the status and some problems of current resource reservoir and network education system resource platform , integrates with Flash streaming media technology, SOA architecture and J2EE technology, then presents a new constructional solution of fundamental education resource reservoir basing multimedia network education system.The researched contents and resolved solutions include: (1) Research how to build standard resource platform and enhance the co-operation and the sharing of resource platform, and how to use SOA to realize the co-operation and the sharing of resource platform; (2) Research how to search resources easily, and decide using the method of knowledge-oriented to organize and search resources; (3) Research how to make the multimedia resources transmit effectively, then decide using streaming media technology;(4) Research adopting which streaming media technology and platforms, then analyze and compare three streaming media platforms, and decide use Flash streaming media technology; (5) Research use which technology to realize resource management system, and decide use lightweight J2EE architecture to realize system.At the first chapter of this paper, we will introduce background of paper, research purpose, research content and resource signification, analyze the current status of resource reservoir, then present a new constructional solution of fundamental education resource reservoir at the third chapter; and at the third and fourth chapter, we will introduce the research and realization of the new resource platform, including the design and realization of multimedia resource platform management system and the design and realization of Flash streaming media broadcasting system; at the fifth chapter, we will make some summarization of system's innovation and system's actual performance; in the end, we will make last summarization demonstration.
