Recently, attention is intensified in both theoretical and practical fields on Digital Reference Services. DRS, as an important part of the digital library, represent the level and ability of services in modern libraries and become the brightness of the digital library.Digital Reference Services are the most popular service in many libraries of developed countries, while in China it is a new research field. Recent years, DRS have been made great achievements in China. Functions of most domestic DRS systems are not perfectly developed at present. Some DRS systems have no real-time module, lack of well-developed FAQ database or short of expert-dispatched.The system in this thesis designed focuses on resolving the above questions. First of all, the thesis devises an expert-dispatch, which can accurately and reasonably dispatch the question to the most suitable consultant according to consultants' composite score in time. And then, the system makes use of the Ajax technique, server push technique and database push technique to develop no-refurbish real-time consultation subsystem, in which the reader can not only send text messages, but can also send facial expression to make up for pure text consultation. In addition, the function of the subsystem is supported to send out the consultation contents to the readers who can read it after the consultation. Afterwards, the system designs some classes through component object technique, for example, reader class, expert class, database connection class, sending and receiving E-mail class and so on. It makes the system development and maintenance very easy. Also, in order to improve the security of the system, it can prevent some robot tools from registering account through validation code technology. Last but not least, an E-mail subsystem is developed through Jmail component, it will can not only send E-mail messages, but can also receive E-mail messages from the E-mail server, and store it in the database. The E-mail subsystem can let the consultant answer the readers' E-mail consultation conveniently and at the same time can improve the consultants' efficient. All of these are innovative points in this thesis.
