This paper introduces a video transmission system, which is implemented independently, based on wireless hierarchical Ad Hoc network, discusses some details in the designing and implementing of the video sub-system. This system has great research values and extensive application prospects. Its main application areas are fire fighting and construction field superintendence, etc. It also discusses the capture, encoding, decoding and transmission of the video information, as well as Linux C/C++ programming and some video database operations.The paper mainly contains the technology researches and implementation methods of the capture of video data, the usage of MPEG-4 codec and network transmission through RTP. Besides, the paper also proposes a concept which is called Video Dynamic Recompression, performs some experiments to determine the proper parameters for video encoding and dynamic recompression, and studies some related contents about video playback and video database.The first half of this paper briefly introduces the background, significance, main tasks, and the selection of related technologies and software/hardware environment during the system development. Take the fire fighting for example, the second half firstly discusses the architecture of the system in a macroscopic view, dividing the system into 2 layers, including fireman, fire engine and command truck, totally 3 basic function units. Then, from the viewpoint of system video data stream, the paper introduces the 3 basic function units in detail, and analyzes some key details in the designing and implementing of the video system. Besides, it also introduces some programming functions used in the system implementation. At last, the paper makes a conclusion of the system designing and some suggestions about the subsequent development.
