With the rapid development of the world economy and modern technology, the fourth party logistics has become a good opportunity for the development of Chinese industry. In view of the recent development of Logistics Information System at home and abroad, this paper suggests a solution to information system of the fourth-part logistics that has been analyzed at length, and a practical application system is also presented in detail, and some practical problems are solved.This paper begins with the introduction of the fourth-part logistics, and the emphasis is put upon the analysis of the solution and the objectives of the design, the techniques of general and detail design of system. Information management platform with call centers takes full use of communication and information technology to make the transmission of logistics information more immediate, accurate and efficient. Whether the transportation route is rational will affect the speed, cost and benefit of distribution, which is an important link in logistics. This paper realizes the core problem of the distribution-VRP by using genetic algorithm.Genetic algorithm is an artificial intelligence technology of self-organization and adaptation, which imitates natural organisms'evolutionary process and mechanism to solve problems. Because of the algorithm's simple elements, achieving easily and obvious application effect, it is widely applied in vehicle routing problem. On the base of analyzing of the research on VRP in China and abroad, the improved genetic algorithm uses integer coding and improves crossover operators.In this paper, genetic algorithms are applied to the design process with the theoretical and practical projects combined. This right choice of vehicle routing is good for reducing costs and improving logistics management level.
