With the development of network and streaming media technology, and the maturity of relevant protocol standards, the video surveillance that system based on network has become a new typical multimedia application. Using streaming media technology, video surveillance system has the advantages of video digitized,system networked,application multimedia and control intelligentized.It's the deep-set integration of the modern streaming media technology and monitored control technology.It's possible for users to monitor the scene and manage the system via network.The key issues of streaming media transmission is how to improve the real-time streaming data compression ratio and the transmission technology, which can improve the quality of service .However, the Internet is a time-varying channel, we have to face the issue of how to transmit real-time streaming data by adaptive network transmission control technology and improve the quality of service in real-time streaming data transmission. Streaming media video coding is an important party of streaming media transmission system. Because of the large amount of digital video data and the limited bandwidth of the transmission network, we need to choose an appropriate codec standard in order to obtain high image quality while the rate is low. Streaming data transmission often requires large bandwidth, this will resulting in network congestion. We need to choose an appropriate transport protocol to transmit streming media data; we also have to take measures to ensure the qulity of service.In this paper, it designs a new streaming media transmission system which is guarantee of QoS and suitable for the transmission of real-time multimedia data.This transmitting system includes Network conditions judgement algorithm and the adaptive control algorithm for network transmission. This transmission system judges the situation of the network by calculating the data packet loss rate ,then adjust the sending speed adaptively.We applied to the transmission system on the video surveillance system at last, designed systems architecture and software framework model. The experiment proved the feasibility of the transmission system.
