The large-scale application of IP technology and the bountiful service development will also change the traditional operation pattern of telecommunication operators, at which the telecommunication operators collected fees according to time and distance. The telecommunication operators would provide different type, different grade of service and difference price telecommunication service according to the request of consumers.
