A Study On The Social Management Of The China's Digital Information Service

Along with the rapid development of modern information technology, especial the vigorous development of the Internet, which not only brought the social needs of the information network to develop in the direction of diversification, but also brought the profound changes of the traditional information services. The digital information service become the essential information services forms in the exchange, dissemination of knowledge and information relying it's incomparable advantages which compared to the traditional service methods. As you know, it began late of the digital information services in china, and it's bound by the traditional management system deeper, so it's management is still in decentralized state, lacking the planning and coordination and control from the national and industry level and the effective management of social, so it hinders the full development and use of the digital information resources and constrains the social process of the digital information service. They are many problems which can not be ignored in the management of the digital information service and the irresistible trend of social development requirements to reform the existing management system, establish a social management model which can face to the community-oriented, market-oriented, user-oriented.The paper analyses the main problem exiting the digital information service management from a macro point of view, discusses the social management model of the digital information service. Firstly, it's from the content and features of the digital information services, analyzing the type and the main mode of social information service. Following, centering on the management status of the digital information services and the impact which the network digital information bring into the digital information services management, it carried out the analysis of the digital information services management, pointing out that social management is the only way of the information services management reform. Then, the paper explained the content, guiding ideology and its significance of the social management .It focus on the content and principles of the social management, and suggest to construction the social management platform. At last, as the China's higher education literature for the security system--CALIS for a specific example, analyses the reflected social management which in the management system, organization and use of information resources, standardization of operational work, and summed up the valuable experience which can be referenced by the digital information to serve the social management.The paper is divided into five chapters, it uses the literature survey, comparative analysis, systems analysis, Internet research, case studies and other research methods.
