The promulgation and implementation of " The Disclosures of The People's Republic of China Government Information " supply enough legal evidence to ensure Chinese people to have the rights to know, participate, and interact governmental political information, and provide the legal guarantee for the personnel management reform as an important component of social information, so that they can provide the valuable reference and learning for the open feasible study of personnel files information. This thesis aims to make an attempt to discuss the publicity of personnel files information.After analyzing and comparing the characters and functions of information and personnel archives, it is very easy for us to find that personnel archives files belong to public information materials. They should be obtained from people and used for people. After reading a large many of documents and materials, I mainly analyze and discuss the range, the method and the main body concerning with personnel archives information. I think the publicity of personnel archives information is theoretically reasonable, it has practical needs and attempting evidence and it is also feasible. However, when we disclose the personnel archives information, we'd better pay attention to protecting individual privacy. In this thesis, I mainly make some analysis about the possibility of problem on public information, and put forward some strategies. I suggest putting personnel credit archives into personnel ones, establishing information center shared by all Chinese people, with the help of modern technology, to ensure the smooth development of personnel archives information.The thesis is divided into four chapters.The first chapter illustrates the research and the work on personnel archives management study.The second chapter probes into the features of personnel files.The third chapter analyzes of the relation between information publicity and personnel files.The fourth chapter studies on the publicity of personnel filesThe fifth chapter discusses the feasible study and countermeasures of personnel archives information publicity. Further researching and analyzing the influence of information publicity on personnel archive management, and discussing the feasibility of personnel archives information publicity will help us improve the realization of function and characteristics of the personnel archive management. Personnel archives management job is an important part of personnel work. The research and analysis of influence of information publicity on the personnel archive management can not only strengthen and improve the management of personnel archives and promote the development of personnel reforms but also extend and expand the connotations of the personnel files management from a new perspective, enrich the studying content of archives so that we can realize the social and economic values of employing and utilizing the personnel archive resources. The Personnel archive information publicity provides a new idea for broadening the field of personnel archives information resources, and has great significance for the management of personnel archives in order to get out of the current predicament.
