A Usability Study On G2C E-Government Portal

The e-government portal website is an important component of the E-government, and it is a window for the government to provide service to the public.The quality of the e-government portal directly affects the public to use the e-government effectively. Nowadays,the study of the E-government portal has attracted more and more attention. However,in spite of the fast development of the E-government,nowadays the use rate of the E-government is very low.Besides the immature service function of the E-government,and digital divide,usability is one of the important factors.Though the usability is important to the E-government,usability research on the E-government is elementary in China,and almost no one has developed the usability evaluation target system on the E-government.Considering the importance of the usability to the E-government,and G2C is important to the E-government,we have been doing research on the G2C of E-government usability.Based on the studies of the e-government usability abroad and the studies of domestic e-government,Firstly,we conducts an interview in order to find the users' cognitions,users' requirement and the users' expectation,Secondly we selects DaLian e-government portal as a subject,and conducts a usability evaluation on it.In order to find the usability problems and find the user' action features.The author also provides the recommendations and the e-government usability guideline.Thirdly,according the usability problems and the e-government usability guideline,we modifier DaLian e-government portal,and develops high fidelity prototype with user-center-design method.Through the comparative test,the result indicates that the modified e-government is obviously better than the original.In this way it confirms the validity of the usability guidelines and user-center-design in improving the usability of G2C e-government.Finally,based on the result of the former studies,the author establishes the G2C of E-government portal usability evaluation target system.And through the evaluation target system,we evaluate four famous cities' G2C of government portal site; we analyze the result,and acquire the general status of domestic G2C of E-government portals' usability problems. Research results of this thesis indicate the feasibility of usability and user-center-design method in the process of design the E-government portal.The methods and productions in this thesis can be effectively applied to the E-government usability study,and are meaningful to the e-government usability development.
