With the development of personal communication, Low Earth Orbit Mobile Satellite communication System (LEO MSS) is becoming more and more important to the development of the future mobile communication system. As the system structure of LEO MSS is entirely different from that of land mobile communication system, proper protocols and algorithms for LEO MSS are greatly needed in the Mobile Management protocols field. To do research on LEO MSS Mobile Management protocols, the establishment of Mobile Management simulation platform is necessary.The introduction of network simulation technology and mainstream network simulation software are given first in this paper. According to the demand of the project, OPNET network simulation software is chosen for establishing the simulation platform. After that, the framework design, protocol design and the equipment design are given. On the basis of the design description, the constellation of LEO MSS, the realization of the simulation platform and the structure of packet used in the platform are described in detail. The function test and the expansibility of the simulation platform are given follow the realization description. At last, the FBRS algorithm is proposed, which is a spot-beam handover algorithm. Under the premise of ensuring the handover performance, FBRS increases the usage factor of channels, decrease the complexity of the system and provide a better performance synthetically than algorithms ago. The idea and the theoretical analysis of FBRS are introduced; the simulation results of FBRS are given for validating the performance of the algorithm.The spot-beam handover algorithm has an important impact on the performance of LEO MSS, and the Mobility Management simulation platform has an important role in support of researching the Mobility Management protocols of LEO MSS. According to the above, this paper has important practical and theoretical significance in the study of LEO MSS.
