Military Information Construction are based on the IT and network technology, army construction forces in all aspects of information technology to carry out reform, realizes automation for military command and control, and improves the army's combat effectiveness. The office model of the author's unit can not adaptation the requirements of Military Information, in order to standardize the order in the office, to improve office efficiency and the urgent, there is a urgently need for a network office system based on the military duty management. On the premise of the network hardware environment has been completely constructed, this paper mainly discussed the implementation and development process of the military network office platform.This paper first explains the topic origin and the research significance, and then analyzes the status quo and developmental tendency of the office network system. Based on this, carries on the investigation to the user unit's actual demand of the network office, determines to use the RUP(Rational Unified Process) for the guiding ideology of system development, uses the software engineering methods to achieve the system demand, analysis, design, realization, disposition and test. The system development platform is Visual Studio.NET 2005, and the system we designed works in ASP.Net 2.0, has three-tier system architecture based on B/S model, uses C# programming language for design. We construct the database by SQL Server 2005, also analysis and design the System Security and the Access Control.The system takes the military duty management as a foundation, there are seven modules: individual office, personnel management, materials management, document management, information sharing and system administration. It has realized the on-line conferences and other services, provided the cross-region network work environment, saved the work funds, raised the office efficiency, and satisfied the user unit's physical demand. At present, this system has already carried on the test run in the user unit.
