Design And Implementation Of E-government System Of Guizhou Panxian County Government

With the promotion of enterprise informationization, many institutions have adopted E-government system. However, there are so many problems during the use of that system. Especially, when the organizational structure and workflow changed, the original system cannot meet the demands of reformed office. Those problems limit the application and development of E-government system. Therefore, establishing a general E-government system, improving its flexibility and making it suitable for the change of workflow are the target of E-government system research. Workflow technology is a new subject in computer supported cooperative work(CSCW) research area and also a core technology that ultimately realizes the process automation through modeling, process running, monitoring and management in enterprise business process. Therefore this paper will focus on how to combine the workflow technology with E-government system to achieve a general and flexible E-government system for self-definition business process. The main completed works are:①Analyzed the current status and problems of Chinese E-government system. Established a workflow technology system on the basis of multi-story structure modes through researching the AJAX and Structs and workflow technology and aiming at the needs of users and characteristics of system so that improved the maintainability, operability and expansibility of system.②Through the analysis of the needs of Guizhou Panxian government, established the business information model and system structure for E-government system and designed documents receiving and sending modules.③Applied the workflow management and research theory, technology and methods to develop the flow management module. Realized the model definition, the model instantiation, example operation and control functions.④Realized the workflow of documents circulation in the system. Analyzed the process of document circulation and achieved process modeling.⑤Designed and completed the other functional modules of system, such as system management, vehicle management, conference management, notice management and information management, etc.⑥Tested the performance of the E-government system, And given conclusion of the testing. Analysis operating results of E-government the system.
