With the development of management of electrical power and other energies, automatic meter reading (AMR) technology is more and more widespread in energies management and control. The centralized AMR gets information from kinds of meters such as electrical meters, gas meters and water meters and so on by advanced communications technology, and sends the information to energies management centre by some means to realize centralized control and management, and to realize all operation such as getting information, on-off control and data return, etc. The centralized AMR system is such a system that acquires, transmits and processes data automatically. It overcomes the inefficiency and uncertainty of the traditional manual meter-reading model, and propels the process of energies management.The centralized control meter reading system studied in the paper is a new automatic meter reading system which makes concentrator a node, and gets information from the meters through PLC or RF, and transmits the information by using Internet or mobile communications technology, and realizes centralized control and remote meter reading. The system almost overcomes the defects of the former AMR which has blind spot in meter reading due to using single way, and further improve the success ratio and reliability of meter reading system.In the paper advantages and disadvantages of all kinds of meter reading systems, especially, of the ones based on RF and PLC are analyzed by analyzing the situation of the meter system. And then a new meter reading system, centralized control meter system is designed on the basis of require of the system. The new system constructs concentrator as regional node and is a multi-level cascade mixed centralized control meter-reading system based on RF/PLC, through a detailed analysis of the actual environment and its characteristics on the basis of acquirement of the system.Communications protocol is designed, and the overall design of system software solutions and system software modules are planned, and routing module is expounded in particular, and software of the system and the concentrator is completed, at last some ideas of maintenance of the system are expounded in the paper to meet the demand of the practical application. Through debugging and trial operation, the results show that the design can achieve the expected goal.One of innovation of the paper is that a mixed centralized control meter-reading system architecture based on RF/PLC has been raised. A concentrator is set up in the scope within which a transformer supplies electrical power to get information of the meters effectively. The mixed way based on RF/PLC is used to improve the performance of the system, what's more, multi-level concentrators are to enlarge the scope of meters. It almost overcomes the defects that the ones based on a single meter reading way of having blind spot, and improves the success ratio of meter reading. The other innovation is that a data transmission protocol which is suitable for the system has been designed.
