The Government Information Submitted System provides a kind of new means about information collection, processing, storage, deployment and sharing, to improve the number and the speed of access to government information. Additionally, it is more convenient that all departments exchange business and share information, which provide an important basis for leader to make scientific decision. The paper use the software engineering ideas and use case driven model to design the architecture and analysis the requirements and design it, which base on analysis the information system requirements about the current most government departments.System architecture uses the integrated open-source framework SSH (Struts, Spring, Hibernate), the view of the client layer choose the rich UI components framework YUI-EXT. Analysis and design method use ICONIX. System development adopt a large number of tools: mapping tool ConceptDraw which achieve rapid exchange for customers and Interface development model; UML tool Enterprise Architect accomplish the use case model and domain model in Demand stage of a project, the use case design and static class design and database design in design stage; MyEclipse Complete coding; SVN control the code and documentation.First of all, the paper discuss technology of the system used in the development firstly, and then use engineering methods analysis the system requirements, and the final design and realize these function. The function of the system is as follow : 1) Chief information in a personal way of contributions, in accordance with the established process to achieve Information Center, the Information Center released the public to enjoy grading; 2) Collection of information by editing the formation of different types of electronic journals; 3) User which different levels of the corresponding levels only can see the different levels of government information and electronic information Journal; 4) Connect with other government systems such as the public gateway interface, information can be directly published to the portal site.
