WCDMA High Speed Uplink Packet Access (HSUPA) is a kind of radio access technology which aims to provide higher uplink bit rate and capacity. There are three key technologies: Fast Schedule of NodeB, Soft-Combine of HARQ (Hybrid-Automatic-repeat-Request), and a shorter Transmission Time Interval. The application of these key technologies can make User Equipment transmit HSUPA data as much as possible in limited transmission-power.At the beginning, this thesis briefly introduces the basic concepts of WCDMA and HSUPA. The function of new modules in UTRAN and the changed functions of original modules are presented after considering HSUPA. At the same time, it gives us the entire signal-flow and data-flow program when R99 data-packet is set up for UE.In this thesis, after considering the R99 traffic in current UTRAN and the characteristics of HSUPA, an effective algorithm is proposed to deal with unordered HSUPA data-packet. Through dynamic adjustment of parameters, the algorithm can adapt to a variety of delay and dropped rate of different traffics. Finally, this algorithm is applied to the new module MAC-es of access network. The simulation results show that the system cost just increases about 10 percent, but the uplink data rate of UE is improved about 60 percent. It indicates that the proposed algorithm performs better.
