This paper analyzed the status of foreign railway safeguard technology and the present condition in our country .The need of railway safety comprehensive monitor and control system establishment is already more and more urgent. Because railway safety comprehensive monitor and control system need to control and manage each kind of factor with safe railroad, the system's establishment is very complicated, and in our country still have no the precedent to simulate. Then with the guidance of these typical integrated structures , aiming at the characteristics of the railroad safety comprehensive monitor and control system,the paper put forward an open integration architecture-OIA/RSCMCS(Open Integration Architecture of Railway Safety Comprehensive Monitor and Control System), which has 6 layers, and described function definition and the technique of each layer in detail,analysed the advantage of this layering structure in theory. Then this paper described the service criterion based on semantic. An generol service agency mode is proposed to solve service interoperation problem,which implement with different technology. This paper divided service composition into isomorphic service composition and isomerous service composition,then presented a service composition algorithm.Finally, Based on the OIA/RSCM, a prototype is designed and realized - Qingzang railway safety comprehensive monitor and control system. Commencing from source and background of this project, the paper analyzed the business need of safety comprehensive monitor and control, designed and realized the system according to the research result of preceding paragraphs. It verify the technological feasibility of the OIA/RSCMCS.
