The model of city grid management is based on the rapid development of"Digital city"and become a popular model of city management and a breakpoint. From the experience of East City (Dongcheng) District Beijing, it shows that the grid management can improve the performance of government. The grid management is, not only the use of modern information technology, also it provides the new concept of city management. It would be great value to study on this new pattern both on the academic circles and the practices process. This paper pays the attention on the present question, is a research about realistic question.This paper starts with some drawbacks of the old pattern system of city management, together with the background and functions of the grid management theory to come to the topic. Then, it gives some basic technologies and theories that the grid management system needed, the technologies are"3S"technology, geocoding technology, Grid Computing, Mobile GIS; the theories are grid management a unit of ten thousand square meter, management of city components, and management system of two centers. Meanwhile, this paper designs the functions and how it works for the sub-systems, also it designs the database, in order to meet the different kinds of need, in this paper, it gives two kinds of constitution. At the end of the paper, it gives some problems which is need to pay attention.Digital city management information system provides wide application prospect, such as integrated management of public order, public security, social security and so on. It may apparently advance the public management and service of government. Digital city management information system may enormous effect on rational layout of city and expeditious response on public affairs.
