With the improvement of the social productive forces and science and technology development, especially when the information technology in the education becomes more and more popular, the teaching form based on multimedia computers and the Internet gradually develops. Moreover, Courseware based on the more interactive and visible virtual reality technology becomes increasingly popular in the teaching. But due to the different platforms used in the process of developing the software are complicated to use because of having many complex steps and settings, the virtual reality technology-based courseware development has not been standardized which results in the low quality of such soft wares. Therefore, a standardized virtual reality technology-based software development process is presented.This paper briefly introduces the technologies related to the systems development: document standardization, CMM / CMMI, virtual reality technology.A detailed study on development of courseware in the key steps to standardize the development process and gives a solution.Through the establishment, improvement and maintenance of Specification documents together with the CMM / CMMI secondary standard, a common courseware development model is established and the data flow diagram in the developing process is analyzed. The task and critical-task is described by the work flow algorithm. The application of a virtual reality system IVS_VDT highlights that only when the critical steps is finished the next task can be triggered and that the development process can be reused. In C# Net 2003 environment ,the programming node add,change and the parent node of the node to change ,to produce a flow chart,test results were very good.
