With the development of the Internet and arrival of the 3G, multimedia technology has developed rapidly, the video coding standards and transmission protocol have been widely researched. As the latest international video coding standard, H.264 is able to transmit high-quality images on the lower bandwidth channel. The Third Generation Partnership Project (3GPP) takes H.264 as one of its video codec standard to support mobile multimedia applications. Therefore, the study of the H.264 coding and transmission on the network is significant. Meanwhile, it's a challenging task to achieve real-time video encoding and transmitting over wireless network due to the computational complexity of the H.264 standard.In this thesis, we present the design of H.264 encoder and 3GPP streaming server, based on the BSP-16 development platform—Babelfish II development board, and implement a monitor system.According to the traits of the platform, a series of optimization methods are put forward to improve the efficiency of encoder, such as re-designing encoder flow by the thinking of modules parallelism maximizing; using co-processor such as VLx, DMA; optimizing time-consuming modules by FIRtree instruction. Specifically for the traits which are low bandwidth, high bit mistake rate, high delay in wireless network, H.264's rate control algorithm and error concealment technology are studied, and are applied to the 3GPP streaming server. It optimizes playback quality in high loss packet environment. Meanwhile we have researched NAT technology for the short of IP address.The experimental results show that a variety of optimization strategies make full use of the BSP-16 processor, realizing a real-time video encoding of H.264 baseline profile (for CIF). The compatibility of Streaming server with PC and mobile platforms is proved perfect.
